Hyderabad had not acceded to India on the snapshot date.

Hyderabad remained outside Indian accession on 16 August 1947. Its later incorporation followed Operation Polo in September 1948. The official commemorative account identifies 17 September as the decisive date. The political negotiations and the violence surrounding this transition require a fuller, independently reviewed story. [1]

The sequence of events

    Operation Polo concluded

    Indian military action brought Hyderabad under Indian military control. The Nizam later served as Rajpramukh. This is a military turning point, not a date assigned here to an accession instrument.

After failed negotiations and a standstill arrangement, India invaded in Operation Polo in September 1948. The Nizam ordered a ceasefire. The White Paper explicitly states Hyderabad did not execute an Instrument of Accession; later constitutional arrangements established its relationship with India.
People and institutions involved
Nizam Mir Osman Ali Khan; Patel directed Indian policy, J. N. Chaudhuri commanded Indian forces, and Syed Ahmed El Edroos commanded Hyderabad’s forces. The Nizam later served as Rajpramukh.
